IRP (International Registration Plan)
IRP is a reciprocity agreement among US states and Canadian provinces that apportions commercial vehicle registration fees based on the share of total miles a vehicle travels in each jurisdiction. Instead of registering separately in every state operated in, a carrier registers once under IRP and pays fees distributed according to mileage percentages reported for each member jurisdiction.
Under IRP, a carrier operating in multiple states registers its fleet in a single base jurisdiction and reports the distance traveled in each IRP member jurisdiction during the prior year (or a projected distance for new entrants). Registration fees are then apportioned and distributed among those jurisdictions based on that mileage breakdown, and the carrier receives an IRP cab card and apportioned plate valid across all member jurisdictions rather than needing separate plates per state. Like IFTA, IRP primarily affects back-office and compliance operations for carriers and independent owner operators rather than day-to-day recruiting.
Why it matters for recruiting and operations
IRP, like IFTA, is background administrative context most relevant to owner operators running their own authority rather than a factor in day-to-day driver recruiting, but understanding it helps recruiters speak credibly with independent-authority owner operator prospects who are managing these registrations themselves.
